Assalamu a’laikum wa Rah’matullahi Wa barakatuh.

The ruling of marriage differs according to the situation. If a man is capable of marrying, i.e., he has a source of earning, he can fulfill the rights of his wife, in spite of that he is having control over his desires and no fear of committing adultery; In this case it is sunnah and recommended (mustahab) to marry.

Marriage preserves half of the faith. It keeps us stay protected from adultery.

On the other hand, if a person is capable and keeps dreaming of a partner, or keeps watching porn, making girlfriends, having personal chats with them, meeting or touching etc,. or thinks that he will commit a sin if not married, then it is a must for him to marry. It is obligatory on such a person so that he remains chaste and obedient to the Islamic rules of not committing fornication.

Another case is the man wants to marry but he does not have money to spend on his wife’s maintenance, clothing, and house or cannot fulfill his wife’s right. In this situation it is not permissible to marry. Instead, he should wait till ALLAH provides a means of sustenance by his mercy. Till then, he should keep himself chaste. Almighty ALLAH states in the Holy Quran:

And those who do not have the means to get married must keep chaste till Allah provides them the resources by His munificence. [Surah Noor Verse 33]

And to gain control over his desires he should fast. According to a Hadith fasting acts as a shield to his desires and keeps him protected from committing sins.
The Prophet peace be upon him said:

“O young men, those who are able to afford to get married, let them do so. Verily, it lowers the gaze and protects the private parts. Whoever is not able to do so, then he must fast as it is a shield (means of diminishing sexual desires) for him.”  # Sahih Al Bukhari,Volume 7, The Book of Marriage, Chapter 2, Hadith number 5065.

According to my opinion, at present temptation in people is far greater than what it was in the past. Therefore it is much more necessary to marry. If you are capable you need to marry to remain pure.
